上海推进政府透明化建设的突破口和阶段性目标研究

摘要

The breach of Shanghai＇s government transparency construction is to formulate the rules to disclose government information, enhance the transparency of public sectors and improve the financial transparency. To realize the goals, Shanghai should select the governments at the grass-roots level with relatively better basis to launch pilot and ultimately promote the comprehensive construction of Shanghai＇s government transparency construction.%上海进一步推进政府透明化建设,改革的突破口是制定政府信息公开内容细则,增强＂三公部门＂行政透明度,提高财政透明度;突破路径是以点带面,选择基础较好的基层政府推行＂充分透明＂政府试点,以试点经验推动上海政府透明化的全局建设。
