在政府主导框架下,立足于宅基地的"稳定性"和"时代性"两大特性,逐渐破除政府单一化供应主体局面,基于自愿的前提下,允许农民将符合一定"条件"的宅基地使用权"对外"流转,将农民宅基地使用权"变现"成为财产权利,以提升宅基地配置利用效率.为确保"重大改革于法有据",基于社会保障角度,制定《农村宅基地管理法》,妥善解决与农民权益密切相关的社会保障问题.%In the framework of government leading,based on the two big characteristics of "stability"and "modernity" about the rural homestead,gradually breaking single government supply subject,under the premise of voluntary,rural farmers will be allowed to transfer a certain "conditions"housing land use right to the "foreign",and the "cash" to property rights from the farmers' house sites right,improving the utilization efficiency of land allocation.In order to ensure "the major reforms according to the law",based on the point of social security,formulating 'the law of rural housing land administration',the paper analysis it in the following aspects: deepen the innovation of the rural land management system;insist in the four formulated principles of the relevant laws and regulations about the law;proper settlement of the social security problem related to the peasants' rights and interests.
