知识产权强省界定及其评价指标体系构建

摘要

By using the methods of empirical analysis and systematic analysis the article has explored the definition of strong province in IP ,the construction of evaluation index system and its using method.The strong province in IP has two as-pects of static state and dynamic state.When choosing the evaluation index we must obey 7 principles such as focusing on consequence and running for efficiency,being workable,strong emphasis on something and giving some consideration to other thing,and distinguishing the large province in IP and the strong province in IP.When devising the index value of a strong province in IP,some principles must be obeyed,such as staring at the developed countries and keeping foothold of China,leading to development by reasonable orientation,and differentiating a strong country in IP with a strong province in IP.%运用实证分析法、系统分析法等研究方法，分析知识产权强省内涵并构建评价指标体系。在选择知识产权强省评价指标时应遵循7个基本原则，如注重结果、追求成效，切实可行、便于操作，突出重点、适当兼顾，区分知识产权强省与知识产权大省等。在设计知识产权强省各指标值时也应遵循一些原则，如紧盯发达国家、立足本国情况，合理定位、引领发展，区分知识产权强国与知识产权强省等。
