PROBLEM TO BE SOLVED: To give a score to an activity in each district which is varied in a short-term, with proper consideration of a relationship between an attribute of the distinct and the activity.;SOLUTION: The present invention is configured to: acquire plural items indicating activities which are performed in respective districts and are varied in a short-term, and values of the items, about each of the plural districts which are subjected to processing of an evaluation index, and plural items indicating a stationary attribute about each district and values of the items; create combinations of the item indicating the acquired activity and the item indicating the acquired attribute; calculate a correlation degree between the value of the item indicating the activity and value of the item indicating the attribute, about each of the created combinations; from among the calculated correlation degrees, acquire the combinations having the correlation degree equal to or higher than a predetermined threshold; classify the plural districts into plural groups based on the value indicating the attribute, in the acquired combinations; and convert the value of the item indicating the activity of the district into a score, about each of the districts belonging to the classified groups.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2017,JPO&INPIT
