“互联网+”背景下全要素网络及产业集群生成机理与模式

         

摘要

Sharing of production factors and collaboration of ability w hich have great significance on the high‐end industrial structure ,are sources of competitive advantages of industrial clusters .As a carrier for storing factors and media for flow‐ing elements ,total factor network can realize the collection and integration of resources ,promote optimal allocation and u‐tilization of resources ,and then be beneficial to collaboration of ability .The broad application of internet technologies pro‐vides environmental conditions for the realization of total factor network theory .Under the background of the "Internet Plus" ,industrial clusters can pursue a new pattern for sharing resources in deeper ways with higher efficiency in greater scope ,which thus would overturn the traditional commercial conditions and then construct a band new existing way for in‐dustrial clusters .Therefore ,based on the analysis of the operation mechanism of total factor network under the back‐ground of "Internet Plus" ,this paper discusses the formation mechanism of industrial clusters under the dimension‐force of total factor network ,and clarifies three of industrial clusters which are formation patterns including supply oriented mod‐el ,demand oriented model and supply‐demand amalgamation model .The purpose of the study is to provide policy guide for governments to better transform and upgrade traditional industrial clusters as well as develop and cultivate emerging indus‐trial clusters under the background of "Internet Plus".%要素共享与能力协同是产业集群竞争优势的来源,对产业结构高端化具有重要意义。作为要素存储载体和流转媒介,全要素网络能够实现资源汇集与整合、促进资源优化配置与利用,有利于能力协同。互联网技术的广泛应用为全要素网络理论的产业实现提供了环境条件。在“互联网+”背景下,产业集群能够寻求更大范围、更具深度、更有效率的要素共享模式,这将颠覆传统产业集群业态,进而塑造出一种全新的产业集群生存形态。由此,在分析“互联网+”环境全要素网络运行机制的基础上,探讨全要素网络维力作用下的产业集群生成机理,明晰产业集群生成的3种模式,即供给导向型、需求导向型、供给-需求融合型,可为“互联网+”背景下政府进行传统产业集群转型升级与新兴产业集群培育提供政策指引。
