高校产学研协同创新项目化管理模式研究

摘要

The current management system and mechanism has restricted university Industry-University-Research (IUR) collaborative innovation in our country.Facing significant demands of the state,it is in urgent need of establishing effec-tive collaborative innovation model to promote advantageous resource integration and support university IUR collaborative innovation.Collaborative Innovation is essentially management innovation.On the basis of university IUR collaborative in-novation's connotation and existing problems analysis,this paper put forward university IUR collaborative innovation or-ganization and mechanism based on management by proj ects.The task-oriented model is under the guidance of centralized tasks management and decentralized proj ects management concept.It is targeted to break current management system and mechanism to a certain extent,achieve collaboration of obj ective,task,technology resources and management resources, thus forming effective university IUR collaborative innovation system.%现行管理体制机制制约了中国高校产学研协同创新活动的开展，面对国家重大需求，亟需建立有效的协同创新模式，整合优势资源支持高校产学研协同创新。协同创新的本质是管理创新，在分析高校产学研协同创新内涵和问题的基础上，借鉴项目化管理理论与方法，以任务为导向，采用“任务集中管理、项目分散实施”的思想，建立高校产学研协同创新组织机制，实现目标、任务、技术资源与管理资源之间的协同，从一定程度上突破现有管理体制，形成高效的高校产学研协同创新体系。
