Assesses the allocative and cost efficiency in the knowledge creation of Scientific and Technological Innovation (STI) during 2001-2008 by using input - oriented DEA cost. Numbers show that the average technical efficiency, allocatire efficiency and cost efficiency for eastern region is higher than that of western region. Individually, the allocative efficiency of some western region provinces is significantly low, which leads to much lower cost efficiency. The paper concludes that the optimization of input structure and collaborative knowledge creation will help to improve allocative efficiency and relatively control costs in knowledge creation.%主要采用投入导向的数据包络分析-成本分析,对东西部地区2001-2008年间科技创新过程中知识创造活动进行投入资源配置效率和成本效率分析.结果显示,东部地区平均技术效率、配置效率、成本效率均高于西部地区的相应指标.从省际比较来看,西部地区部分省、市、区的配置效率偏低,导致成本效率更低.文章认为,应通过优化创新资源投入结构及建立地区间知识创造互动合作机制来提高配置效率,从而相对地控制知识创造成本.
