在国家提出建设创新型国家的背景下,提高欠发达地区的创新绩效、缩小同发达地区的差距显得很有必要.高新技术产业是知识经济的代表性产业,其绩效的高低可以集中反映区域创新能力的大小.建立了要素-结构-环境-功能的逻辑框架,运用数据包络分析方法对西南三省区(云南、贵州、广西)的高新技术产业创新绩效进行了动态研究,发现三省区的创新绩效存在差异,并且根据影子价格提出了相应的改进创新效率的建议.%There is a knowledge economy innovation gap between southwest China and east China. On the background of constructing an innovative country that has been proposed by government, it is very important to enhance innovation per-formance of underdeveloped areas and narrow the gap. High - tech industry is the representative industry of knowledge e-conomy, its performance reflects ihe region innovation ability intensively. This article constructs the logic frame of factor -structure - environment - function to study the performance of high - tech industry in southwest China with DEA. The result demonstrates that innovation performance among three provinces is different. The paper gives some advices to promote inno-vation efficiency according to dual prices.
