技术性贸易壁垒对中小企业技术创新影响的研究综述与展望

摘要

Technical barrier to trade is currently one of the main non -tariff barrier forms in international trade .Although a large number of studies have shown that TBT has a hinder effect on the SMEs export trade and increases the cost in the short run, we can not deny that TBT measures contain a large number of advanced technical information .TBT in the dy-namic changes creates new market demands , both of which, will not only force SMEs to make technological innovation , but also have a positive effect on the guidance and standardization of the technological innovation of SMEs .This paper reviews the main research of this field at home and abroad , points out the deficiencies of the existing studies and puts forward pro-posals for further research .%技术性贸易壁垒（ TBT）是当前国际贸易中主要的非关税壁垒形式之一。大量的研究表明， TBT对中小企业短期出口贸易具有增加成本的阻碍效应，不过由于其措施蕴含了大量的先进技术信息，并且不断调整变化催生的新的市场需求具有指引中小企业技术创新方向、规范技术创新过程等积极作用。在对关于技术性贸易壁垒对中小企业技术创新影响方面的国内外已有研究成果进行综述基础上，归纳未来需要解决的问题以及研究方向。
