科技体制改革深化期地方科研机构的创新体系建设研究

摘要

Considering the new situation of national innovation system developing all -round and science and technology system reform deepening , this paper studies the innovation system construction of regional science and technology institutes from the perspective of innovation base , cooperative organization , interest distribution mechanism , resource integration and performance management .It carries out case study on typical regional institutes , such as Beijing Academy of Science and Technology .Regarding the five aspects of innovation system , it puts foward feasible suggestions for the strategic develop-ment of regional institutes .%面向国家创新体系建设全面推进和科技体制改革深化的新形势，从创新基地、协同创新组织、分配机制改革、资源整合、绩效管理等方面研究地方科研机构的创新体系建设，分析北京市科学技术研究院等地方科研院所的发展实践，提出新时期地方科研机构战略发展建议。
