基于DEA方法的国家工程技术研究中心投入产出效益评价研究

摘要

Firstly, the paper evaluates the performance of Chinese National Engineering Research Center (NERC) from 2002 to 2009 with MATLAB software based on the DEA (data development analysis) model. Secondly, the paper sets up two kinds of input — output matrix and the index of the human resource and the financial investment with principal component method. According to the analysis results, the paper presents related suggestions to promote the sustainable development of NERC.%国家工程技术研究中心是国家创新体系建设的重要组成部分,经过多年的建设发展,工程中心在促进科技和经济结合方面发挥了重要作用.为评价工程中心的实施效果,从科技投入产出角度出发,基于DEA方法建立了国家工程技术研究中心投入产出效益评价模型,并结合主成分分析方法选择相关的投入评价指标,对2002-2009年工程中心的年度发展情况进行实证研究.通过对工程中心年度人力和财力投入产生效益的比较分析,提出相关政策建议.
