This paper aims to analyze China’s scientific and technological competitiveness in the international competition areas after implementing “Medium and Long-Term Plan for the Development of Science and Technology”. Firstly this pa-per analyses the status quo of China’s technology development and the international prestige of the technology competitive-ness through the comparison between China and developed countries. Then this paper interprets the main elements to drive China’s technology competitiveness from the four perspectives:full-time equivalent,R&D investment,scientific thesis output and patent license from United States Patent and Trademark Office. The results indicate Medium and Long-Term Plan for the Development of Science and Technology (2006 ! 2020)promote China’s international technology competitive-ness. Moreover,the policy sets the firm foundation for further technological development.%为了更好地反映在《国家中长期科学和技术发展规划纲要（2006-2020年）》实施后，我国科技竞争力水平在国际科技竞争舞台上的位势，首先通过对中国在全球竞争力和科技竞争力与发达国家的比较，总体上客观分析我国科技发展现状以及科技竞争力的国际地位；接着从科技竞争力的四个方面，即研发人员全时当量、研发经费投入、科技论文产出和美国专利商标局专利授权数量来阐释推动我国科技竞争力发展的主要因素。研究结果表明，《纲要》的实施提升了我国的国际科技竞争力，并为我国今后的科技发展奠定了坚实的基础。
