从文化创意产业知识产权公共服务的基本理论阐述入手，论证文化创意产业发展对知识产权公共服务体系的需求，剖析西安市文化创意产业知识产权公共服务体系建设的现状，借鉴国内外文化创意产业知识产权公共服务体系构建的经验，提出构建以政府、企业、第三部门为主体的多元化知识产权公共服务模式，着力培育业务体系完备、功能强大的公共服务体系，为创意企业、个人和产业界提供公正、高效、全面的知识产权服务，为推动文化创意产业繁荣发展营造良好的环境。%Starting from the cultural creative industry theory of intellectual property rights of the basic public services,the paper expounds that cultural creative industry development is the demand of the public service system of intellectual proper-ty rights,analyzes the current situation of the construction of public service system of intellectual property rights in Xi’an, takes experiences of cultural creative industries at home and abroad for reference,and proposes suggestions as follows:building the main body of intellectual property rights of public service which includes the government,enterprises and the third sector,concentrating on comprehensive business system and powerful public service system,and providing just,effi-cient and comprehensive intellectual property services to creative enterprise,individuals and the industry,in order to pro-mote and create a good environment for the development and prosperity of culture creative industry.
