基于 CMM 模型的广东省低碳经济能力成熟度评估研究

摘要

In order to stress the phase characteristics of low - carbon development,the paper uses the Capability Maturity Model(CMM)to build a low - carbon economy capability maturity model and evaluation index system. From the empirical results,Guangdong Province is at the stage of middle - level carbon economy. In order to further promote Guangdong Prov-ince to enhance the ability of low - carbon economy,key process areas( KPA)should be implemented in key practice (KP). We should ensure that the input intensity of personnel,funds,and equipment,improve the institutional mecha-nisms for the development of low - carbon economy,and strengthen regional coordination and communication.%为刻画低碳发展的阶段性特征，运用能力成熟度模型（CMM）构建低碳经济能力的成熟度模型和评价指标体系，采用广东省的实际数据进行实证检验，结果表明，广东目前正处于中碳经济等级。为进一步促进广东低碳经济发展，建议从实施关键过程域（KPA）中的关键实践（KP）来有效提升地区低碳经济的能力成熟度，确保人才、资金、设备投入强度，逐步完善低碳经济发展的体制机制，加强区域协调与交流沟通，将低碳经济运行机制制度化。
