我国副省级城市科技资源配置效率及影响因素分析

摘要

根据科技活动过程的特征，将科技资源配置过程划分为技术研发和成果转化过程，并运用链式网络 DEA模型衡量我国15个副省级城市的科技资源配置效率。其后，采用 Tobit 模型，定量分析城市经济发展水平、城市经济开放程度等外在因素对科技资源配置的分阶段效率和综合效率的影响。研究表明副省级城市科技资源配置效率普遍不高，同时也受城市财政科技、教育支出比重和城市经济开放程度因素显著影响。%Based on the characteristics of the process of S&T,this paper subdivides the allocation of S&T resource into two parts,which are named R&D of technology and achievement transformation,and then takes the modified method of DEA to measure the allocation efficiency of S&T resource of sub -provincial cities.This paper also analyses the relationship be﹣tween the allocation efficiency of S&T resource and some external factors like the regional economic development,openness to foreign investment,by using the model of Tobit.Finally,this paper indicates that the allocation efficiency of S&T re﹣source of sub -provincial cities is generally low,and they are obviously affected by the regional economic opening degree, ratios of cities’fiscal expenditure on education and S&T.
