中澳基础研究创新团队资助机制的比较研究

摘要

基础研究创新人才与团队的培养是合作创新、原创突破的基础,对于建设创新型国家有着重要战略意义.选取中澳基础研究创新团队的典型项目——创新研究群体项目与ARC卓越研究中心项目,从目标定位、申请方式、资助对象、资助年限、资助金额、团队规模、管理办法、考核方式等资助管理机制的诸多方面展开比较分析,借鉴澳方经验,获得启示并提出一系列政策建议.%The cultivation of innovative talent and team of basic research is the basis of cooperative innovation and original breakthrough,which is of great strategic significance for the construction of an innovation-oriented country.Selecting the typical project of basic research innovation team in China and Australia,the Creative Research Group project and the ARC Centers of Excellence project,this paper conducts the comparative analysis from the target location,application method,funding objects,the years,the amount,team size,management methods,assessment methods and other aspects of funding and management mechanism.Drawing on the Australian experiences,we put forward a series ofpolicy recommendations.
