文化技术创新体系是指围绕文化技术生产、发展和扩散的政府、企业、大学和研究机构以及其他相关服务部门组成的为创造、储备，以及转让文化知识、技能和新产品而相互作用的网络系统，包括文化技术创新调控系统、文化技术生产应用系统和文化技术创新服务系统，其运行机制包括制度规范机制、市场导向机制、资源配置机制和内部协调机制等。针对目前我国文化发展需求对技术创新带动不足、科技系统对文化发展支撑不够、政府职能定位简单、复合型人才缺乏等问题，可通过优化政府职能定位、培育创新型文化科技企业、成立专业化的文化技术研发机构与工程中心、加强国家文化技术创新基地建设、打造文化技术创新服务与信息平台等措施促进其发展。%Cultural technology innovation system is a network consist of government, enterprises, universities, research centers and relative service departments focusing on the creation, storage and transition of cultural knowledge, technology and new products, which include the subsystems of controlling, creating&adopting and serving. The operating mechanism of cultural technology innova-tion includes the mechanism of regulation, market orientation, source allocation and internal coordination. There are some problems in the development of China’s cultural technology innovation system, such as the deficiency driving to technology innovation by cultural de-mand, the lack of support of technology to culture, dislocation of government and lack of culture-technology compound talent. The solu-tions include:transforming of government functions, training innovation-based enterprises, setting up specialized research centers, es-tablishing national cultural technology innovation bases and building service platform.
