中国创新驿站政策目标是什么？这是迄今为止研究中国创新驿站政策规划和发展需要回答的核心问题，也是任何有关创新驿站理论研究的逻辑起点。从创新驿站政策目标部分入手，梳理、归纳和点评，旨在解决如何确定创新驿站政策目标的根源和作用机制，如何科学地厘定创新驿站政策目标，如何以科学研究为基础确定创新驿站政策目标体系等问题，从而依赖于有效的政策方法论，实现创新驿站政策研究和政策制定之间优势互补和良性互动。%What are the policy objectives of Chinese innovation relay network? That is so far the key issue of the research of policy planning and development of China Innovation Relay Network,which is also the logical starting point for the policy theory of Innovation Relay Network. This study attempts to estimate the policy objectives in the first place. The targets of this study is to solve the following problems, that is how to determine the policy objectives scientifically, how to determine the root and mechanism of the policy objec-tives, how to set the structure of policy objectives supported by the scientific research,and finally to achieve the cooperation of policy-maker and analyzer relying on effective methodology.
