近年来，国家不断加大扶贫力度，但返贫率依旧很高。究其原因是农村存在基层领导干部心系群众不足、群众思想观念落后、信息闭塞、群众参与扶贫工作积极性较低等问题。这些问题归根到底是基层领导干部和群众缺乏脱贫致富的志气。“扶贫先扶志”是指在农村扶贫工作中要重视农村精神扶贫即培养基层领导干部和群众树立脱贫致富的信心、决心和意志，突破以往只注重物质层面扶贫，忽视人的思想意识这一贫困之本的片面性。最后提出扶志在农村扶贫工作中的具体实施路径。%The efforts to alleviate poverty have been enhanced in recent years, but the rate of poverty remains high, which is caused by some problems, such as grassroots leaders' lit-tle attention to the mass, the backward ideologies of the mass, lacking information, and the low public participation in poverty alleviation.
