Taking Jinan Economic and Technological Development zone as an example, introducing the VAR model and impulse re-sponse function, the empirical analysis was carried out on the dynamic mechanism of the economic growth, and the results show that, at present, the economic growth in the development zone can be attributed to investment, large enterprises cluster and the second in-dustry development. After discussing the economic development model in development zone, the paper raised the mode of integration of agglomeration, higher value chain mode and headquarters economic development mode. On the basis of the development model the fol-lowing countermeasures are put forward: optimize the environment of the park development and lay the foundation for zone develop-ment;speed up the industrial cluster upgrading and innovate the pattern;speed up the development of productive services and promo-ting the carrying capacity of the park value;improve the innovation mechanism and stimulate the park development vigor.%以济南市经济开发区为例，引入VAR模型和脉冲响应函数，对开发区经济增长的动力机制进行实证分析，数据显示现阶段开发区经济增长主要归因于投资拉动、大型企业集聚和第二产业发展三大因素。通过对开发区经济发展模式的探讨，提出了整合集聚模式、价值链提升模式和总部经济发展模式，并提出如下对策建议：优化园区发展环境，为开发区发展奠定基础；加快产业集群升级，创新产业发展模式；加快发展生产性服务业，提升园区价值承载能力；完善创新机制，激发园区发展活力。
