Scientific Management plays an important part in the management of scientific research institution and university. The scientific research management system was designed by means of B/S and C/S technology based on the three-tier architecture. This paper discussed the main technology for the development of a scientific research management system based on . NET framework, and introduced its main function modules, hoping to provide reference for the development of software based on .
