仪器设备竞价采购系统的实践与探索

摘要

With the deepening of the strategy of rejuvenating the country through science and education,the number of equipment procurement is greatly increased.How to ensure the efficiency of procurement on the concepts of open and fair and impartial becomes a difficult problem.We use the equipment bidding system to complete the work of generic device procurement and establish a sunny and efficient and economical equipment procurement environment.Combining with our existing generic equipment procurement business,we design and implement generic device bidding data entry customization and purchasing business process automation to improve the efficiency of equipment procurement and management efficiency.We also propose and complete the user authorization management function to improve the operational flexibility of the system and the user experience,and we establish the traceability relations of the bidding system and the existing equipment management system in order to realize the equipment full lifecycle management.%随着国家科教兴国战略的深入推进,高校仪器设备采购数量大幅提高,在保证采购效率的同时,公开、公平、公正地规范完成仪器设备采购流程难度越来越大.为提高仪器设备采购管理效率,建立阳光、高效、节约的仪器设备采购环境,我校充分利用信息化手段,采用仪器设备竞价采购系统与现有通用设备采购业务方式相结合的方式,创新性地设计并完成了通用设备竞价采购申请数据项录入的定制化和采购业务流程的自动化方式,提出并实现了用户竞价采购可授权管理模式进而提高了竞价采购系统的操作灵活性和用户体验,建立了竞价采购系统与现有设备管理信息系统的可追溯关系并提高了仪器设备全生命周期管理水平.
