基于数据包络分析(DEA)的河北省农业生产效率综合评价

摘要

基于非参数的DEA方法,以河北省136个县(市)为研究对象,选取1998年、2003年和2008年三个时间点的农业生产投入和产出类指标,分析了河北省各县(市)农业生产效率的变化,包括综合技术效率、纯技术效率和规模效率,并运用DEA分级有效性评价方法对DEA无效的地区进行效率排名.结果显示:河北省各县(市)农业综合技术效率、纯技术效率和规模效率平均值在研究时期内分别呈下降趋势,DEA有效的县(市)数量没有明显增加,但是DEA无效的县(市)农业生产投入冗余较严重,还存在较大的改进空间.%With the 136 counties in Hebei Province to be research objects and selecting agricultural production inputs and outputs indices in 1998, 2003 and 2008, this paper made use of non-parametric Data Envelopment Analysis (DEA) method to analyze the changes of agricultural production efficiency of the counties, including the changes of the technical efficiency, pure technical efficiency and scale efficiency, then the hierarchical effectiveness of DEA was used to rank the DEA-inefficient areas. The results show that the mean of technical efficiency, pure technical efficiency and scale efficiency of all counties in Hebei Province show a decreasing trend respectively during the study period. The number of DEA-efficient counties do not increases obviously, but the problem of excessive input existed in the DEA-inefficient counties, so there is large improvement space on the agricultural production efficiency in these counties.
