气象灾害对我国西南地区农业的影响及适应性对策研究

摘要

西南地区气象灾害具有地域性、链网性、突发性和危害严重的特点.农业具有极易遭受气象灾害危害,农业资源开发粗放利用的主导地位没有改变,以及农业和农村是气象灾害防御的薄弱环节,使得西南地区农业面对气象灾害显得十分脆弱,气象灾害对西南地区农村和农业发展以及农民安居乐业造成严重威胁.最后提出强化西南地区生态保护和防灾减灾体系建设,加快社会主义新农村建设,实现农业产业化发展和构建农村气象灾害防御系统工程的适应性对策.%The meteorological disasters of Southwest China have the traits of regional, chain, and sudden and severe damage.The agriculture of Southwest China has the extremely vulnerable to meteorological disasters, the dominant status of extensive utilization of agricultural resources, as well as agriculture and the countryside prone to meteorological disasters make the agriculture of Southwest China very fragile and the endanger lives and wealth of the peasants.Finally,we proposed strengthening the ecological protection and meteorological disasters mitigation system, accelerating the construction of socialist countryside, the industrialization of the agriculture and the construction of rural meteorological disasters systems engineering adaptive countermeasures.
