基于全排列多边形图示指标法的城乡建设用地增减挂钩适宜区评价

     

摘要

In this paper,Entire-Array-Polygon Evaluation Model is introduced to evaluate the deconstruction suitability and construction suitability in Wuhan urban agglomeration which is the empirical study area by building the four grades evaluation system.According to the evaluation results,‘excellent',‘better',‘general' and ‘poor' deconstruction and construction area are zoned and the schematic plan of linking the increase with decrease in land used for urban and rural construction comes out The results show that it is easier to carry out the suitability evaluation by employing the Entire-Array-Polygon Evaluation Model and it can avoid the subjective factors in the evaluation process.In the short term,it is better to link the ‘excellent' deconstruction areas (Ezhou and Qianjiang) with the ‘excellent' construction areas (Tianmen,Wuhan and Xiantao) in Wuhan urban agglomeration.%本研究引入生态评价中全排列多边形综合图示指标法,从拆旧适宜性和建新适宜性两个大的方面出发,综合考虑挂钩拆旧和建新区域不同土地利用特点和发展目标,构建城乡建设用地增减挂钩适宜性评价四级指标体系,并以武汉城市圈为实证对象,分别进行拆旧、建新和挂钩综合适宜性评价,依据评价结果遴选拆旧建新“优良”,“较好“,“一般”和“较差”四个等级区域,按照优先联动拆旧,建新“优良”区域的原则,制定武汉城市圈挂钩拆旧和建新区域联动规划方案.研究表明:全排列多边形图示指标法对指标体系进行综合评价简单易行,有效避免了主观因素在适宜性评价中的影响,适宜用于挂钩适宜性评价工作.武汉城市圈在短期内可优先安排拆旧的“优良”区域(即鄂州和潜江)与建新的“优良”区城(即天门、武汉和仙桃)进行联动.
