新型城镇化发展的国外经验和模式及中国的路径选择

摘要

This article overall described the concept and connotation of new type of urbanization starting from the "new" of new type of urbanization; the paper researched on several main modules of foreign urbanization development:government regulation and market dominant urbanization,low density sprawl urbanization by market predominates and excessive urbanization that lacked industry support,and then analyzed and summarized experience and lesson on development of foreign urbanization.On the bases of the above,this paper put forward the path choice on the development of new type of urbanization in China:following market concept and enhancing macro-control; changing the pattern of economic growth,and constructing production and city linkage; exploring on system,and providing guarantee measure to build urban-rural integrated development; forming subregional delegation-style development,and constructing the specific mode on the development of new type of urbanization.%本文从新型城镇化的“新”着手,全面阐述新型城镇化的概念和内涵；从政府调控与市场主导并重的城镇化、以市场为主导的低密度蔓延式的城镇化和缺乏产业支撑的过度城镇化等方面,提出了国外城镇化发展的几种主要模式,并总结分析了国外城镇化发展的经验和教训.在此基础上,提出了中国新型城镇化发展的路径选择:遵循市场的理念,加强国家的宏观调控；改变增长方式,进行产业内涵和产城联动建设；进行制度探索,提供保障措施,构建城乡一体化发展；分区域组团式发展,构建新型城镇化建设的具体模式.
