北京市清洁能源改造中的问题及改造推广模式研究

摘要

Due to rural areas clean energy reform,it's obvious to improve the atmospheric environment.This paper introduces the problems arising from the clean energy transformation,combined with the government,enterprises and users from planning、design and technical introduces matters needing attention.Based on the existing transformation pattern,through the establishment of after evaluation mechanism,proposes a promotion mode and investment patterns by the transformation of the government and stateowned enterprises cooperation,suggests to strengthen the top-level design and engineering in the late operation maintenance.Based on the Beijing rural clean energy transformation development,Put forward using the PPP mode in the rural clean energy development,increases the utilization rate of funds,reduces the pressure on government finances,effectively promotes the implementation of the project.%农村地区清洁能源改造对改善大气环境的作用明显.本文介绍了清洁能源改造中出现的问题,结合政府、企业、用户三者,从规划、设计、技术层面介绍了注意事项.基于现有的改造模式,通过建立后评估机制,提出了政府与国企合作的改造推广模式与资金投入模式,建议加强顶层设计与工程后期运行维护.以北京市农村清洁能源改造发展为基础,提出了农村清洁能源发展运用PPP模式,政府与社会资本合作,提高资金使用率,缓解政府财政压力,有效地推进改造工程的实施.
