基于DEA的电网海外投资项目过程后评价研究

摘要

随着我国电力体制改革的不断深入推进,电网海外投资工程项目也逐渐增多.当前,我国电网海外投资项目具有结构不合理、网架结构薄弱、投资资金应用不规范等显著特点.以海外投资项目过程为对象,构建了电网海外投资项目过程后评价指标体系,并运用DEA评价方法对6个不同电网海外投资项目进行后评价,得到了相应的评价结果.同时,也提出了6个不同海外投资建设项目的改进方案,实证分析结果表明:改进方案能够有效提高电网海外投资建设项目的投资回报率和投资效益.%With the deepening of China's power system reform,power grid overseas investment projects are gradually increasing.At present,the overseas investment project of China's power grid has the characteristics of irrational structure,weak structure of the grid,and non-standard application of investment funds.Therefore,this paper constructs the post-evaluation index system of overseas investment projects with the overseas investment project process as the object.The DEA evaluation method was used to evaluate the overseas investment projects of six different power grids,and the corresponding evaluation results were obtained.At the same time,also proposed six different overseas investment projects to improve the program,can help improve the power grid overseas investment construction project investment rate of return and investment efficiency.
