框架协议采购在节能照明合同能源管理项目上的应用

摘要

This paper describes the definition of tradition procurement and procurement of framework agreements,introduc⁃es the limitation of tradition procurement in Power Grid Enterpris⁃es practice lighting EMC,concise remarks on the methods and pro⁃cess of procurement of framework agreements,gives suggestion on improvement procurement of framework agreements.%介绍了常规采购模式和框架协议采购模式的定义，阐述了电网企业实施节能照明合同能源管理项目时常规采购模式特点和局限性，对框架协议采购的实施情况和操作流程以及框架协议采购的运用进行初步了探讨，对其不足之处针对性地给出了相应建议。
