广西北部湾城市群跨越发展研究

摘要

广西北部湾城市群作为全国重点发展的城市群之一,应遵循城市化发展的客观规律,采取非常策略,走一条符合自身实际的跨越发展路径.研究在归纳国内外城市群发展经验的基础上,对广西北部湾城市群的发展特征和存在问题进行分析,提出实现城市群跨越发展的对策,即充分利用区域优势发挥集聚效应;加强港口建设,发展进出口贸易;实现城市群人才开发和使用一体化;进行多渠道的资金筹措;采用竞争力培育型空间管制策略;确保生态优先,建立环境友好型城市群;构建新型城镇空间布局结构;加强产业园区与城市新区互动;进一步完善物质网络组织,促进区域城镇联系.%As a major urban agglomeration on China's coastline, Guangxi Beibu Gulf urban agglomeration shall adopt leap-forwardrndevelopment strategies according to urbanization rules. The paper concludes urban agglomeration development experiences,rnanalyzes Beibu Gulf development characters and problems, and puts forward leap-forward development strategies, which include:rnport development for import and export business, human resource integration and multi-sourced financing development, spatialrngovernance for ecological preservation, new spatial structure for interactive industrial park and new district development, improvedrntransport network for better regional communication.
