区域用海产业园总体规划框架与案例-以《中国江海产业园总体规划》为例

摘要

Regional marine industrial park master plan is a new planning type in response to national coastal development. The plan needs to fit both urban development and regional marine plan. The paper displays the characters of marine industrial park planning from vision, measures, and ecology preservation in Chinese river and sea industrial park master plan. Specific measures include: high-end industrial development and new space creation for intel igent park development; soil salinization reduction, and flood prevention and drainage for safe park development; safe ecological layout and carbon emission reduction for ecological park development.%区域用海产业园总体规划是响应国家沿海开发战略的新型规划形式，需要同时满足城市规划与区域用海规划的要求。研究结合《中国江海产业园总体规划》案例，从建设目标、实施手段和维护生态等方面彰显区域用海产业园总体规划的特点，具体体现在：通过布局高端产业、创新空间形式等策略建设高端智慧园区；采用降低土壤盐碱化、做好防洪排涝及打造特色景观等手段建设安全宜人园区；从维护生态安全格局、探索城乡和谐发展及促进节能减排等方面建设生态文明园区。
