“有限理性”与“完全理性”：香港与深圳的法定图则比较研究

摘要

香港和深圳的法定图则在制度建构、管控方法及实施程序上都存在明显差别。研究从成果构成、编制内容、审批管理和行政许可等方面对两地的法定图则制度进行比较研究，剖析法定图则背后的编制思维和管理理念的差异。香港法定图则具有较强的公共政策属性，在市场经济中彰显“有限理性”，强调程序合理与有限管理；深圳法定图则基于“完全理性”思维，强调规划确定性，突出全面管控。随着社会转型的深入和利益诉求的多元化，受限于技术和制度短板，深圳的“最优”方案往往只是“理想蓝图”，需要对其制度进行优化和完善。%Statutory charts inHong Kong and Shenzhen are dif erent in system building, governance methods, and implementation procedures. The paper studies the products, contents, inspection and approval, and administrative permission of the two, analyzes their conceptual and management backdrop. Hong Kong statutory charts are limited rationality in market economy, and highlights procedure right. Shenzhen charts stresses planning certainty and complete governance. With social transition and multiple stakeholders involvement in urban planning, Shenzhen ideal blueprint plan needs reform and improvement.
