城市工业老区更新改造规划实践-以西安市幸福路地区为例

摘要

在国家严控城市新增建设用地政策的刚性约束下，城市发展从增量扩张转向存量挖潜，城市建成区的存量土地价值被重新重视。幸福路地区作为昔日西安市重要的国家军工企业聚集地，为国家经济社会发展、国防建设事业做出过重大贡献。如今，工业土地产出下滑、空间资源供给紧张和主干道路交通拥堵等成为该地区日渐凸显的问题，对西安市建设国际化大都市带来了不利影响。为加快区域经济发展、改善工业老区的生活环境，西安市政府以国民经济“十二五”规划的实施为契机，借助幸福林带的修建，对幸福路地区进行更新改造，达到充分挖掘城市存量用地价值的目的。%Under rigid restriction of new construction land provision, cities have turned from new area development to built-up area redevelopment. Xingfu road area was an important military manufacturing base and made great contribution to national security. Due to industrial transition the area has falen behind due to problems such as decreased industrial value, land shortage, trafifc jam etc. Xi’an government makes renovation planning to promote economic development and environmental improvement of the area.
