随着城市化的快速推进,土地二次开发已成为解决土地供应短缺的主要手段。理顺产权关系和合理分配土地增值收益是盘活存量土地的关键。研究以深圳市为例,通过对城市更新和土地整备制度设计的对比分析,发现如单纯依靠市场运作或单独由政府主导的土地二次开发模式都会陷入市场失灵或政府治理失效的困境。基于此,研究提出了城市更新与土地整备共生共赢、优化存量用地二次开发模式的建议。%Stock land redevelopment has become a major solution to land provision shortage. Clariifed property right and land beneift is crucial to land redevelopment. The paper compares urban renewal and land institution design in Shenzhen, and discovers either government dominated or market oriented land redevelopment wil fail to work. The paper raises policy suggestions for win-win results of land redevelopment.
