城市规划部门利益化的市场化矫正措施

摘要

As a public policy, urban planning compilation, approval, and implementation are often afected by departmental beneifts. To protect public beneift and avoid departmental beneift, the paper studies underlying reasons of departmental beneifts, and raises market oriented correction measures.%城市规划作为提供公共物品、保障公众利益的社会政策，具有公共性的内涵。而现阶段的城市规划在编制、审批和实施的过程中，部门利益影响地方政府行为的现象屡见不鲜。研究基于维护公共利益的原则，以规避城市规划编制和管理过程中的部门利益化为目的，通过分析部门利益化的驱动因素，发现单一利益主体或集团的利益导向是公共利益缺失的主要原因，在此基础上提出以市场为导向的矫正措施。
