文章运用利益相关者理论,通过问卷调查,对控规编制中的公众参与进行研究.首先,运用利益相关者理论并结合控规特点,对控规中的利益相关者进行了定义.在此基础上,运用专家评分法,界定出控规中的12类利益相关者并确定了影响力、主动性和重要性三个利益相关者的区分特性.通过区分特性的不同,将控制性详细规划中的利益相关者划分为核心利益相关者、潜在利益相关者和外围利益相关者.其次,通过对公众调查问卷数据的分析,揭示了利益相关者的公众参与特征;研究分析了不同社会属性要素对参与特征的具体影响和联系,并初步提出了改进方法.%With the stakeholder theory, the paper researches the public participation in the regulatory plan formulation. Firstly, defines the stakeholder with stakeholder theory and the characteristic of regulatory plan. then, finds the 12 styles of stakeholder and their influence, initiative and significance. With the different characteristics, divides these stakeholders in three styles: core stakeholder, potential stakeholder, and ambient stakeholder. Secondly, uses the questionnaire method, explores the characteristic of public participation, discusses the elements and relation, put forwards the improving method.
