西北地区“镇级市”就地城镇化发展路径探索

摘要

我国小城镇面广量大,作为城市与乡村的连接纽带,是新型城镇化的重要空间载体.小城镇经历了从农业镇向工业镇,继而向城市镇发展的过程,然而在“乡财县管”的管理体制下,缺乏财政和社会管理能力,因此国家针对建制镇提出“镇级市”的政策,以简政和放权的社会管理模式创新,推进小城镇在城乡统筹发展中发挥大作用.文章选取西北地区“镇级市”为研究对象,立足于西北地区的特殊性,通过空间管控、产业转型、公共服务完善和社会治理创新等措施,建构从“镇”到“市”的转变路径,发挥小城镇在空间、社会与经济层面实现农村地区就地城镇化的积极作用,并以富平县庄里综合改革试验区规划实践为案例,探讨西北地区“镇级市”推进就地城镇化的发展路径.%Vast small towns are important connection between cities and countrysides,and important carriers of new urbanization.Small towns mostly experience rural,industrial,and urban development phases.Present county-level administration has inhibited the innovation of small towns.Town-level city is an approach to promote small town development by allowing easier administration and more power to them in urban rural integration.The paper studies small town transition from town to city by spatial govemance,industrial transition,public service,and social governance,to elevate their role in in-situ urbanization.With Zhuangli reform experiment zone planning as an example,the paper studies the in-situ urbanization of town level cities in northwest China.
