工程咨询设计阶段划分及投资估算精度对比

摘要

针对我国咨询设计类企业在开展海外业务时常遇到关于咨询设计阶段划分及投资估算精度控制方面与国外咨询业发达国家存在较大冲突的实际问题,通过收集统计美国造价工程师协会 (AACE)、美国国家标准学会 (ANSI)、英国造价工程师协会以及Hatch等多家国际知名机构和企业在工程项目咨询设计阶段划分及投资估算精度控制方面的数据,并将其与我国咨询设计阶段划分及投资估算精度控制情况做对比分析,找出了中外异同并对中外之间咨询设计各阶段的转化提出了建议,为进一步解决这些冲突问题奠定了一定基础.%Considerable conflicts between China and foreign countries on consultation/design phase definition and cost estimation accuracy are commonly faced by China's consultation/design companies when carrying out overseas business.Relevant data were collected from Association of the American Cost Engineer (AACE),American National Standards Institute (ANSI),Association of Cost Engineers (UK) and such reputed international engineering consultation companies as Hatch in order to find out the difference between China and developed countries by comparing their different approaches.And finally the transformation and matchup suggestions concerning consultation/design phase definition and cost estimation accuracy at home and abroad were put forward,laying a foundation for further solving these problems.
