By the construction of the Bayesian network, this paper makes an analysis to the correlation of stakeholders such as ship-owners, insurance company, MSA and salvage companies. It also sets forth an analysis to different situations when our country becomes a signatory State of "The Nairobi International Convention on the Removal of Wrecks, 2007", and dissects the influence of insurance-coverage rates and insurance rate on these stakeholders, computing with Hugin software. Finally, gets a conclusion that the most favorable measure is taking all kinds of measures to encourage shipowners to cover the wreckage removal insurance actively, and accede to the convention while the rate reaches a certain level.%通过构建贝叶斯网络,对船舶所有人、保险公司、海事管理机构和打捞公司等利益相关者的相互关系进行分析.结合使用Hugin软件,分析当前我国加入《2007年内罗毕国际船舶残骸清除公约》的利弊以及投保率和费率对各方利弊的影响,得出当前最有利的措施是鼓励船舶投保残骸清除险结论.当投保率达到一定额度时,再考虑将公约的适用范围扩大至领海.
