To accelerate the development and utilization of ocean resources has become a strategic orientation of the major ocean countries. The development and utilization of marine oil and gas resources, especially deepwater oil and gas resources have been listed as one of the key strategic initiatives of our country. In order to follow the national strategy of“Developing Marine Economy, Constructing Marine Power”, and on the basis of profound analysis and careful judgment of the current developing status and trend of marine engineering industries at home and abroad, the Shanghai Society of Naval Architects&Ocean Engineers analyzes in depth the industry status and basis, advantages and problems of Shanghai ocean engineering industry, and explores the likely influence and opportunities brought by industry transformation and upgrading. It proposes the general idea, goal and principles to promote the upgrading and development of Shanghai ocean engineering industry, and suggests the key ocean engineering development directions and projects to which priorities should be given. It suggests as well the countermeasures to promote the development of marine engineering industry.
