新形势下国有地勘单位职能转变路径探索--以河南省煤田地质局为例

         

摘要

Currently, the global mining economy has shown the feature of "four phases overlay" signiifcantly. Meanwhile, China's economy is also facing the problem of "three phases overlay ", and the geological exploration industry is in the down channel affected by chain reaction of mining economic downturn. Under the new situation, the state-owned geological exploration units should make the strategic restructuring immediately. We take Coalifeld Geological Bureau in Henan Province as an example, to study the necessity and feasibility of state-owned geological exploration units to transform government functions and provide services of land and resources management in elucidating the basic situation of the bureau under the new situation. Then we try to build the supportive services of system land resource management from six aspects under the new situation, which has the characteristic of multi-form, multi-channel, multi-level and wide-ranging. We believed that the new system can not only achieve the goals of land and resources management and service, but also enhance their vigor for sustainable development.%当前,全球矿业经济“四期叠加”特征明显,我国经济面临“三期叠加”,受矿业经济低迷徘徊的连锁反应影响,地勘形势步入下行通道。面对新常态下的中国矿业、地勘业形势,国有地勘单位战略性结构调整势在必行。文章以河南省煤田地质局为例,在阐明该局基本情况的基础上,深入探讨了新形势下国有地勘单位转变职能服务国土资源管理的必要性和可行性,并从六个方面探索构建了多形式、多渠道、多层次、宽领域的新常态下国土资源管理支撑服务体系,在实现国土资源管理与服务目标的同时,增强自身可持续发展活力。
