英国城市轨道交通的警察战略和警务计划与启示

文章介绍了英国交通运输警察（British Transport Police, BTP）的体制、警察战略计划的期望、使命与价值和战略目标，进一步分析了BTP的警务计划，包括国家警务计划目标和伦敦地铁的警务计划。伦敦地铁与中国城市轨道交通一样，要面对大事件的检验，有共同的治安难题，也同样要面对社会经济环境的压力。既然有相似的难题与挑战，中国城市轨道交通行业可以认真学习英国交通运输警察的目标明确，直截了当提出和面对挑战的务实做法，建立自己的警务目标和计划。%Based on the introduction of the British Transport Police (BTP) and the expectation, mission, values, and strategic objectives of the police strategic plan, this paper further analyzes BTP programs, including the National Police plan objectives and London underground police plan. London subway and the Chinese urban rail transit have to face the challenge of major events. China's urban rail transit industry can learn from the goal-oriented, straightforward and pragmatic approach of their British counterparts, so as to build up their own police goals and plans.
