我国是一个能耗大国，资源利用率远远低于发达国家。为实现可持续发展。我国引进了基于市场的节能新机制——合同能源管理。在推行合同能源管理过程中。碰到诸多不利因素，阻碍了节能服务公司实施这一新的节能机制。其中融资问题尤为突出，非资产抵押是以商业票据质押为特点的自偿性贸易融资新模式。这种模式可以很好地解决EMCO的融资问题。但是却在银行系统对EMCO的信用评价这一环节上提出了难题。本文在自偿性贸易融资模式的基础上从银行的角度出发初步建立了三层三位四维的评价指标模型，以期待对银行在自偿性贸易融资模式下对EMC项目综合体的信用评价体系的建立有所帮助。%China is characteristic of high comsumption of energy, with the resoures utilization rate reaching far behind the developed country. With the aim of achieving sustainable development, the Chinese government has imported a new system of energy saving, that is EMC（energy management contract）. In the process of promoting EMC, a lot of unfavorable factors stand in the way, which stumble the implementation of this new system. One problem, which stands out of all the problems, is financing. Non-property financing is a new mode of self-liquidating trade financing, which is characteristic of the pledge of commercial bills. This new mode can well solve the problem of financing of EMCO, but in the section of credit evaluation for EMCO, provided by the bank system, some new problems arise. Based on the new mode of self-liquidating financing, this thesis starts from the stance of bank, and establishs the evaluation index model of Three Layers-Three Positions -Four Dimensions, in the hope that this thesis could be condusive to the establishment of credit evaluation system of EMC project synthesis for banks under the mode of self-liquidating trade financin
