In recent years, severe natural disasters in Jiangxi Province have increasingly presented the characteristics of region, mutual inducement and interaction, posing new challenges to disaster prevention and reduction.Strengthening comprehensive capacity building for disaster prevention and reduction is the most direct and effective way to effectively curb and reduce disaster losses.The study of regional comprehensive disaster prevention and reduction capacity is conducive to mastering the weak links of disaster reduction capacity building and understanding the work needs of grassroots disaster reduction, which is a necessary link to effectively enhance the protection against natural disaster risks.Based on field investigation and research of Ganzhou City and Ji′an City in Jiangxi Province, the present situation of both comprehensive disaster reduction ability construction and the main problems were analyzed in aspects of the comprehensive disaster prevention and mitigation system, the plan system, monitoring and early warning system, publicity and education system, basic security system and so on.Based on local condition, the countermeasures were put forward from the aspects of transformation of disaster prevention disaster reduction and relief work thinking, strengthening the monitoring, early warning forecast capacity building and resource integration.%近年来, 江西省出现的重特大自然灾害区域性、相互诱发、交互影响的特点越发明显, 对防灾减灾救灾工作提出新的挑战.增强综合防灾减灾能力建设是有效遏制和减少灾害损失的最直接、最有效的途径.研究区域综合防灾减灾能力, 有利于掌握减灾能力建设的薄弱环节, 有利于了解基层减灾工作需求, 是有力提升抵御自然灾害风险的必要环节.本文基于对江西省赣州市、吉安市的实地调研, 从综合防灾减灾组织体系、预案体系、监测预警体系、宣传教育体系及基础保障体系等方面分析了两地综合减灾能力建设现状及存在的主要问题, 并立足当地实际, 从转变防灾减灾救灾工作思路、加强监测预警预报能力建设和资源整合力度方面提出了对策.
