本文总结归纳甲型H1N1流感大流行期间WHO、欧盟、美国、日本、墨西哥、中国等国家和组织采取的一系列有关疫苗研发、生产、接种方面的政策和措施,并对疫苗的接种率和接种效果进行了统计和分析.尽管各国建立了不同的快速审批过程,但是甲型H1N1流感疫苗研发生产周期亟待缩短；疫苗生产能力地区差异性较大,不同国家之间由于社会经济的差距在疫苗的可及性方面存在较大差距；各国制定了疫苗优先接种人群,同时各国及各公司根据临床试验和上市后评价的结果,逐步调整优先接种人群和接种剂量；不同国家疫苗接种率存在较大差异,疫苗接种效果较好.%Based on literature research, the paper systematically reviewed policies and measures regarding vaccine research, development, production and inoculation adopted by WHO, EU, US, Japan, Mexico, China and other countries and organizations during the outbreak of pandemic influenza A (H1N1). The paper also gathered and analyzed statistics of the vaccination rates and effects in different countries. The research found that although many countries adopted different procedures for quick examination and approval of vaccine, it was still urgent to shorten the cycle for research, development and production of vaccine against influenza A (H1N1); wide gap existed in the productivity of the vaccine among different regions and in public access to the vaccine among different countries due to economic and social differences; many countries chose specific populations with the priority to vaccination but those countries and companies gradually adjusted populations with the priority to vaccination and the vaccine dosage according to clinical trials and post-marketing evaluation; the vaccination rate varied among different countries, but had no impact on its good effects.
