第三条道路理论对我国医疗救助的启示

摘要

我国现行的医疗救助制度存在着政府、社会、个人等主体职责不明确，各主体之间如何衔接配合规定不明确等问题。第三条道路理论强调应实行国家、企业与个人共同参与的积极福利政策，实现政府、市场与社会三者的责任与义务共担。本文在阐述第三条道路理论的基础上，提出以政府为主导，积极发挥社会力量，强调个人责任等措施，完善我国医疗救助体系，促进国家、社会和个人高度参与，共担风险，以实现困难群众“病有所医”的目标。%Under the current Chinese Medical Assistance System,the responsibilities of the government,social and individual are unclear.In-fluenced by "the third way"theory,this thesis proposed several advices to achieve the goal that all the poor people can be under the basic health protection.Which are realizing the government, enterprises, and individual responsibility risk-sharing and emphasizing the governmental leading responsibilities.
