基本药物制度实施对江苏省中部某县级市乡镇卫生院运行绩效的影响

摘要

Objective: The purpose of this study is to probe the effect of essential medicine system on the performance of township health centers in a county-level city in central Jiangsu Province.Some suggestions will be proposed in order to improve the performance of township health centers.Methods:The data for the current study were collected in a retrospective questionnaire survey.The comparison analysis was used for evaluation the effects of the national essential medicine system on township health centers.Results:There were significant differences in finan-cial supports and the average fees of outpatient service and emergency service (P<0.01), but no significant differences in the visits of outpatient service and emergency (P >0.05), compared with pre-implementation of the essential medicine system.Conclusion:After the implementation of essential medicine system, the governmental financial supports increase, but the medical service capacity of township health centers does not improve.It suggests that management system in township health center needs further reform to ensure the supply of essential medicine and to en-hance the medical service capability.%目的：研究基本药物制度实施对江苏省中部某县级市乡镇卫生院运行绩效的影响，为完善政策提出建议。方法：基于基本药物制度的回顾性调查，采用资料收集和数据分析的方法，对比分析基本药物制度实施前后关键指标。结果：基本药物制度实施后，财政补助和门急诊次均费用变化存在显著性差异（P＜0．01），乡镇卫生院门急诊人次不存在显著性差异（P＞0．05）。结论：基本药物制度实施后，政府财政补助增加，而乡镇卫生院诊疗能力并未提高。建议乡镇卫生院进一步改革管理制度，保障基本药物供应，提升服务能力。
