中医药科技项目绩效评估模型研究

摘要

To ensure the efficient allocation of resources in Traditional Chinese Medicine(TCM) technology, improve the efficiency of pro-ject management and scientific research, and bring about more high-level, high-quality output and technological achievements of TCM, TCM technology project performance evaluation become an inherent requirement of TCM sustainable development .Now, in the field of science and technology projects management of TCM , performance evaluation of science and technology project is lack of overall project performance evaluation system.It pays more attention on the outcomes evaluation of the project, ignoring theevaluation of project before and in the performance.There-fore, it is necessary to implement performance evaluation from 4 stages of project guide formulating, project approval, project mid-stage assess-ment and project concluding acceptance, in order to promote the TCM science and technology projects completed with high quality.%目前,在中医药科研管理领域,科技项目绩效评估多侧重于项目的事后评估(成果评估),而忽视了项目事前、事中的绩效评估,这在一定程度上影响了中医药科技项目产出更多高质量、高水平的研究成果.因此,有必要从项目指南制定、项目立项、中期评估、结题验收4个阶段对中医药科技项目实施全过程的绩效评估,推动中医药科技项目的高质量完成.
