杭州市院前急救立法必要性和可行性分析

摘要

杭州市院前急救体系中存在管理体制不明确、急救网络体系不够健全、急救资源相对不足、急救能力与服务需求不适应等问题，影响到急救服务功能的发挥，必须以地方法规的方式予以规范。杭州市院前急救立法有充足的空间、一定的政策基础、良好的社会基础和经济基础，也有成功的经验可供借鉴，相关准备工作比较充分，具有可行性。%Some problems exist in the pre-hospital emergency medical system in Hangzhou, including that the management system is not clear, pre-hospital emergency network and resources lake, pre-hospital emergency ability is not enough and so on.These problems may affect the function of emergency medical services, which are necessary to be standardized by establishing local laws.Legislation of pre-hospital medical emergency in hangzhou has plenty of space, good social and economic foundations, successful experience for reference, presenting it is feasible.
