上海市区域医疗联合体建设进展缓慢的原因与对策

摘要

Objective:To analyze the causes of why the construction of regional medical consortiums in Shanghai progressed slowly , and pro-pose related policy suggestions.Methods: Through questionnaire survey and key informant interviews, we collected information on the status quo and bottleneck problems on the construction of regional medical consortiums.We used fishbone analysis to analyze the root cause of why the con-struction of regional medical consortiums in Shanghai progressed slowly .Results: The construction of regional medical consortiums in Shanghai progressed slowly because policy support, financial input, medical service price rationality and insurance incentive were insufficient, which caused that the members of regional medical consortiums had lack motivation for uniting and community residents had no demand for regional medical con-sortiums.Conclusion:The development of regional medical consortiums needs policy support and uniting mechanism .Meanwhile, the publicity for community residents should be enhanced.%目的：分析上海市区域医疗联合体建设进展缓慢的原因并提出相应的政策建议。方法：通过问卷调查和关键知情人访谈，了解上海市区域医疗联合体建设的现况和瓶颈问题；采用鱼骨图法分析上海市区域医疗联合体建设进展缓慢的根源性原因。结果：上海市区域医疗联合体建设进展缓慢的原因主要是政策支持不足、财政投入不足、医疗服务价格不合理、医保激励不足，导致区域医疗联合体的成员机构缺乏相互联合的动力，社区居民对区域医疗联合体需求不足。结论：区域医疗联合体的发展需要政策支持和联合机制，同时对社区居民加大宣传。
